Pounding typhoon rains flood Philippine capital (AP)

MANILA, Philippines ? Manila residents waded through waist-deep floodwaters and dodged flying debris Tuesday as a powerful typhoon struck the Philippines, killing at least 16 people and sending waves as tall as palm trees crashing over seawalls.

In all, authorities ordered more than 100,000 people across the country to shelter from the storm's sustained winds of up to 75 mph (120 kph) and its rains ? dropping from an immense 400-mile (650-kilometer) cloud band.

Along downtown Manila's historic baywalk, cars and buses were stuck and residents struggled through floodwaters as waves washed over the seawall, turning a six-lane highway into a huge brown river. Sidewalks and buildings entrances were swamped.

In the financial district of Makati, a billboard fell on two cars and a bus, causing injuries.

Neck-deep waters on the ground floor of the Manila Hospital forced staff to move patients to higher floors and flooded generators left the facility without power, spokeswoman Evangeline Morales said.

Soldiers and police in trucks moved thousands of residents, mostly women and children, from the Baseco shanty facing Manila port after many houses were washed away. Male family members were reluctant to leave, saying they wanted to guard their property.

The Philippine Stock Exchange and U.S. Embassy were closed.

Waters at the gates of the embassy compound reached chest-deep, and staff were told to stay home, spokeswoman Tina Malone said.

"There was some flooding in the embassy. I don't know the extent. I'm not there right now," Malone said.

The Sofitel Philippine Plaza relocated its guests after flooding damaged areas of the high-end hotel on the shores of Manila Bay. Sirinate Meenakul, the hotel's regional communications director, said no guests or staff were injured. She did not say how many guests were there.

Benito Ramos, a retired army general who heads the Office of Civil Defense, said authorities were still assessing the damage as the typhoon continued to pummel some areas of the country. He said it was heartwarming to see Filipinos remaining calm amid the unfolding crisis.

"We see people on the roofs of their houses drinking gin and smiling and waving," Ramos said. "Such resiliency helps them get by in stressful times."

Seasonal monsoon rains ahead of the typhoon plus winds pushing seawater inland had worsened the situation, forecaster Duran told the AP. "Land is saturated with rain so the next rain became run-off and was already floodwater," he said.

The wind sent storm surges over an embankment that then trapped water on the city side so that it "couldn't flow back to the bay," said Francis Tolentino, chairman of Metro Manila Development Authority.

President Benigno Aquino III, on a state visit to Japan, told Associated Press Television News he was confident that authorities were adequately responding to flooding. He said he believed power would be restored to most of the Philippine capital by Tuesday afternoon.

However, most of downtown was in darkness as night fell and cellphone coverage was interrupted.

He said in an earlier statement that the government had carried out preventive evacuations, and that nearly half of the Luzon areas served by the main power distributor were without electricity due to short circuits caused by high winds.

The first reported death was a 1-year-old boy who drowned in the central island province of Catanduanes after falling into a creek, the government disaster agency reported. As the typhoon's winds lashed metropolitan Manila, a mother and child were killed when their house was hit by a falling tree, and four were reported killed by a collapsing wall.

Two others drowned, while a man was buried in a landslide in Olongapo west of Manila and another died in traffic collision. Four girls and a baby were pinned to death by falling trees north of Manila, and three more children were missing.

Four people were unaccounted for in a landslide in mountainous Ifugao province, as were four fishermen while more than 50 others were rescued along eastern shores after their boats overturned in choppy seas. Forecasters warned of 12-foot-high (4-meter-high) waves.

The storm was expected to leave the Philippines late Tuesday and head into the South China Sea toward southern China.

Oil pipeline opponents pin hopes on Nebraska

(AP) ? Environmentalists hoping to block a proposed underground oil pipeline that would snake 1,700 miles (2,700 kilometers) from Canada to the Gulf of Mexico have pinned their hopes on an unlikely ally ? the conservative state of Nebraska.

Few states are as Republican as Nebraska, which hasn't supported a Democratic presidential candidate since 1964. But opposition to the Keystone XL pipeline has risen steadily since the project was proposed three years ago.

The reason: Fears of contaminating the Ogallala Aquifer, a vast subterranean reservoir that spans a large swath of the Great Plains and provides water to much of Nebraska, as well as seven other states. Opponents have grown to include Nebraska's conservative governor and two U.S. senators, a Republican and a conservative Democrat.

Many in the public are hostile to the idea, too. When a pipeline company logo was displayed on a stadium screen during a recent Nebraska Cornhuskers game, boos rained down from the crowd of 85,000. The university agreed to stop running the ads.

Damon Moglen, a spokesman for the Washington-based environmental group Friends of the Earth, called Nebraska "the key battleground" over the proposal.

Both sides of the debate will have a final chance to make their case this week, when public hearings are held in Lincoln and Atkinson, a small town in northern Nebraska. Similar meetings are scheduled in other states that would be crossed by the pipeline.

"We're in the fourth quarter of this game," Moglen said. "The question is, can the home team up its game and win?"

In addition to approval from affected states, the international project needs backing from the State Department, which expects to decide the matter by the end of the year. Department leaders will probably attend some of the hearings.

"We see these as listening sessions," said Kerri-Ann Jones, assistant secretary for the Bureau of Oceans and International Environmental and Scientific Affairs, a State Department agency. "We want to listen and hear what people have to say."

If built, the 16-inch (41-centimeter) steel pipe would carry oil extracted from tar sands in Alberta, Canada, through Montana, South Dakota, Nebraska, Kansas and Oklahoma to refineries in Texas.

Other states have mostly accepted a promise from the pipeline company TransCanada that the $7 billion proposal will create 20,000 jobs, mostly from construction, over two years and provide a reliable source of oil. But environmentalists and a growing number of Nebraskans are resisting.

The pipeline would be laid directly through the aquifer at the depth of at least 4 feet (1.2 meters) and deeper in many places, raising fears of catastrophic damage if any part of the tube were to rupture. It would carry 700,000 barrels of oil a day.

Nebraska Gov. Dave Heineman and other officials have urged TransCanada to pick a different route that skirts the aquifer, but Heineman doubts the company will take his advice.

TransCanada officials have insisted the pipeline is safe and has undergone a vigorous federal review.

"If the activists feel that they're facing an uphill battle, it's because the facts don't support their overheated rhetoric," TransCanada spokesman Shawn Howard said. "It has been shown that the outrageous claims these groups have made aren't true. They can repeat it over and over and over again, but that doesn't change that fact."

Other government agencies have reported no major problems with the plan.

An environmental review by the State Department found that neither the construction nor operation of the pipeline was likely to cause serious environmental problems. And Energy Secretary Steven Chu spoke favorably of the project this month, noting the advantages of buying oil from a close ally and arguing that new technology makes such operations safer.

Five major alternative routes considered to avoid the aquifer were found to have a "worse or similar" environmental impact, Jones said.

University of Nebraska hydrologist Jim Goeke, a retired professor who has studied the pipeline proposal for years, believes it's safe. He says the aquifer is composed of layers of loose sand, sandstone, soot and gravel that would impede the spread of an oil leak.

Goeke, who has no formal role in the project, said he expects pipeline opponents to make an impassioned case that the aquifer would be endangered, but he doesn't buy it.

"I'd be comfortable if the pipeline was defeated on the basis of good, sound science and not emotion," Goeke said. "I think it's a reflection of the pride and love Nebraskans have for the Ogallala Aquifer. A lot of people love and treasure the aquifer, and they're concerned the entire aquifer is at risk. And that just isn't factual."

Besides the risk to the aquifer, environmental groups fear the pipeline could foul surface water, threaten wildlife habitats and increase air pollution around refineries. They have criticized what they consider inadequate pipeline safety and emergency spill responses.

In Nebraska, opponents also say the pipeline route threatens the delicate Sandhills region, a cherished natural area of barren, rolling terrain in the north-central part of the state.

Anthony Swift, a policy analyst at the Washington-based National Resources Defense Council, said the State Department's decision to schedule more hearings showed that federal officials were feeling increased pressure from opponents.

A high-profile anti-pipeline campaign included repeated arrests of activists outside the White House.

"This is not simply an issue being made at an agency level anymore," Swift said. "It's a decision being made by the Obama administration."

State Department spokesman Noel Clay said the public comment period will close Oct. 9, two days after the last public meeting, which will be held in Washington.

Secretary of State Hillary Clinton will make the pipeline decision personally, unless another federal agency objects, which would send the choice to President Barack Obama.

U.S. says Russia 'reset' to last, Putin fuels doubts (Reuters)

WASHINGTON (Reuters) ? The Obama administration said on Saturday the "reset" in relations it has pursued with Russia would remain on track despite a looming leadership reshuffle in Moscow widely expected to return Vladimir Putin to the presidency next year.

The White House made clear that President Barack Obama would press ahead with efforts to repair relations regardless of who takes over in the Kremlin. Analysts said Putin's comeback could complicate -- and possibly slow -- the process of reconciliation between the former Cold War foes.

Putin declared on Saturday that he planned to reclaim the Russian presidency in an election next March that could open the way for the former KGB spy to rule until 2024.

The announcement ended months of speculation over whether he or his protege, President Dmitry Medvedev -- who has forged a close working relationship with Obama -- would run. It also makes it all but certain that Putin will return to office because of his United Russia party's grip on power.

With Putin considered by Washington to be the "Alpha dog" of the ruling "tandem" since yielding the presidency in 2008 and becoming prime minister, his decision did not come as a surprise to the U.S. foreign policy establishment.

White House spokesman Tommy Vietor said Obama's diplomatic outreach to Russia -- which the president declared from the outset to be a centerpiece of his global agenda -- did not depend on "individual personalities" at the top.

"We will continue to build on the progress of the reset whoever serves as the next president of Russia because we believe that it is in the mutual interests of the United States and Russia and the world," Vietor said in statement.

Since taking office in 2009, Obama has made it a foreign policy priority to fix relations with Moscow, which frayed in the final stretch of Putin's presidency when George W. Bush was also nearing the end of his eight-year tenure as U.S. leader.

The "reset" -- as the Obama administration dubbed it -- has yielded a new U.S.-Russia nuclear arms reduction treaty and what Washington sees as improved diplomatic cooperation, including help in pressuring Iran over its nuclear program and logistical support for U.S. troops fighting in Afghanistan.

But U.S. missile defense plans and fallout from the 2008 Russia-Georgia war have remained major irritants.

'DON'T MESS WITH RUSSIA'

Matthew Rojansky, a Russia expert at the Carnegie Endowment for International Peace, said that while the reset could not have proceeded without Putin's blessing, his stridently nationalistic tone -- compared to Medvedev's technocratic approach -- would bring new uncertainty to the relationship.

"Putin's way is security, stability and power -- and 'don't mess with Russia,'" he said. "That doesn't mean the reset disappears the day he takes office. There's too much at stake."

Though the White House sought to play down such concerns, Rojansky predicted that any major diplomatic initiatives could be stalled while the power shift in Moscow is sorted out.

James Goldgeier, a Russia expert at American University in Washington, said the United States and Russia have too much common interest on issues such as global economic recovery and containing China to keep things on hold for long. "There will be a businesslike relationship, but not a warm one," he said.

As prime minister, Putin has occasionally been stridently critical of U.S. policies. He raised eyebrows in Washington last month when he accused the United States of living beyond its means "like a parasite" on the global economy.

Obama has cultivated a relationship with Medvedev -- they are of similar age and temperament and are both lawyers -- but has less-direct dealings with Putin.

"While we have had a very strong working relationship with President Medvedev, it's worth noting that Vladimir Putin was prime minister throughout the reset," Vietor said.

U.S.-Russia relations warmed at first under Putin's presidency. He telephoned Bush to offer condolences -- followed by support for the U.S.-led war in Afghanistan -- after the September 11 attacks by al Qaeda militants in 2001.

The two developed a close rapport but ties gradually deteriorated. Relations hit what many saw as a post-Cold War low three months after the end of Putin's presidency, when Russia fought a war with pro-Western Georgia.

Medvedev: Putin should return as Russia president (Reuters)

MOSCOW (Reuters) ? Russian President Dmitry Medvedev proposed on Saturday that Vladimir Putin run in next year's presidential election, signaling they have agreed the prime minister will return to the post he held for eight years until 2008.

Medvedev also agreed at a congress of the ruling United Russia party's that he would head its list of candidates in a parliamentary election on December 4, indicating that he could enter the government after the elections.

"... I think it would be right for the congress to support the candidacy of the party chairman, Vladimir Putin, to run for president," Medvedev said to cheers and applause from thousands of United Russia members.

The announcement followed months of speculation over whether Putin, 58, or Medvedev, 46, will be president next year.

Although Putin did not immediately say whether he would accept, Medvedev's comments made clear they have agreed that he will run.

Medvedev's decision to accept a proposal to lead Untied Russia's list of candidates into the election to the State Duma lower house on December 4 indicated the president is preparing to take another role -- in government or parliament.

Putin was president from 2000 to 2008 but steered Medvedev into the Kremlin in 2008 because he was barred from a third successive term by the constitution.

Some economists have said the return of Putin, who is more conservative than Medvedev, could herald an era of economic stagnation. Others have said there is more difference in their style than their policies.

UUUFFFF, I?m still full just thinking about it!

Thanks to my beloved?s all encompassing summer job (of which we?ll hear more later), I don?t get to spend many weekend evenings with him between May and October. At the beginning of summer it?s great ? I get to watch rubbish on TV, rent chick flick DVDs, eat what I fancy, read my book on the beach until whenever, window shop in Marbella and so on. By about mid May, I?m already bored of my own company.

So you?ll understand my excitement when I arranged a ?date night? with him last Friday night. One of the concert tickets I won in the summer came with an ?invitation? for two to eat at a well-known themed restaurant in Puerto Ban?s. You know, the one with walls covered in memorabilia which shakes and shudders in time to the reverberating rock music, while beautiful waiters and waitresses with dazzling smiles (who can?t ever eat there) serve giant meals to their unsuspecting victims.

We?ve been once before so knew what to expect and more or less starved ourselves during the day. Well, I had a bowl of cereal and some fruit. He only ate half a loaf of bread with cheese and pickle instead of a whole loaf. Anyway, with hindsight, it was so not the right thing to do.

Miss Dazzling Smile took us to our table and explained that our ?invitation? gifted us a starter to share, main course each, dessert each and drink each. Fantastic! We ordered our drinks and decided to share a portion of nachos before our main courses. Big mistake. Both starving from our day of abstinence, we demolished the scrumptious nachos and were then completely full.

The dog was thrilled when we got home with our doggie bag filled with most of a chicken club sandwich and rather large beef burger. He particularly liked the smelly blue cheese slathered over the burger and the crispy bacon with hint of guacamole!

Suffice to say, I can?t tell you anything about desserts as we were both doubled over in embarrassed ?stuffed to the gills? discomfort when asked if we?d like to order something else. I couldn?t even bring myself to have a coffee ? sacrilege!

The next morning, still suffering the consequences of our over indulgence, I had lost the will to ever eat again. It was the perfect time to go food shopping; healthier for my body and my bank balance than doing it when I was hungry! And thankfully I recovered just in time to share a fantastic paella at a friend?s house later on that evening, and bake him a birthday cheesecake in the meantime. At least I wasn?t tempted to lick out the bowl.

We had a great evening in Puerto Ban?s and it was lovely to see the place again without having to fight our way past inebriated tourist party goers as is often the case in the peak summer months. It was great sitting in the restaurant enjoying each other?s company and watching the beautiful people walk by. Of course, the meal was hugely enhanced by the fact that we only had to pay for a couple of extra drinks and the car park! Would we go again? Right now, I?d say probably not but I know that in a few months I?ll have forgotten how full I felt for most of the next day and will be hankering for some of their nachos. After all, it will be winter by then and we all need our comfort food from time to time!
